As reported by Russian newspaper Izvestia, the Russians are allowed to own two passports: regular, biometric, for a period of 10 years. In June of this year the state Duma has approved of the proposed FMS bill.
Someone's going to need a second passport? According to the statement of the head of the FMS, the possibility of obtaining a second passport will be in the hands of those who loves to travel and does so often enough. The second document will enable the citizen to travel abroad, while his first passport will be in one of the embassies for visa application or it will end seats available for visa information. Moreover, the presence of the second document will help out in the presence of a "black mark" in one of them or in the case of travel in a hostile state.
Recall that now, a second passport is allowed to have only those citizens who cross the border of the Russian Federation not less than once a month and do it regularly.
