Construction acts 14, 15, 16 are regulations tracks the stages of construction of buildings, as well as the degree of readiness of the object.
The main objective of these documents to reflect the degree of compliance of buildings basic requirements of construction, which include:
- control of security;
- convenience;
- strength load-bearing parts of the structure.
Thus, the Bulgarian laws "on territory planning", in charge of the extradition acts 14, 15, 16, aimed at addressing the rights of the buyer of an existing property within the state.
ACT 14
Extradition act No. 14 occurs at the end of the "rough work" or initial stage of construction. At this stage it is already possible to assess the quality and strength of load-bearing structures, interior walls and roofs. Content of act 14 entails a detailed description of the data structures previously approved construction project. The signing of this act allows the developer to begin a new phase of construction and finishing works.
At the time of issuance of the 14 domestic communications, namely water, light, gas, as a rule, already supplied to the building. This stage of readiness of the object allows the developer to make deals of relatively independent parts of the building.
ACT 15
Extradition act No. 15 is made after completion of finishing works interior and exterior parts of the building. This document confirms the completion of construction of the facility, as well as evidence of compliance with the building regulations, construction project, design documentation, and the terms of the contract for construction. Domestic communication at this stage of construction, as a rule, is already connected.
The adoption of act 15 allows the developer to transfer ownership of the investor. Act 15 consists of a series of documents requiring a signature, namely:
- the contract for the construction and finishing works;
- built documentation;
- all construction documents and protocols, during the construction of the building;
- cost estimates for used building materials.
In addition to the description of the act 15 includes regulation tests of load-bearing parts of the structure, measurements of the object, evaluation of construction showing unfinished constructive of elements or observations on the quality of work produced. The latter must be modified in accord with the standards of construction until the time of delivery of object in operation.
ACT 16
The issuance of act No. 16 shows full readiness and suitability of the property. The signing of this document is pursuant to standard No. 15. Act 16 monitors the legality of the construction, the owner's rights to it, as well as the compliance of the building to be assessed to the previously approved construction project. If you detect any irregularities in the construction of or noncompliance with safety standards – act 16 is issued. Therefore, if in the transaction of buying a property this act is not in the package of the documents provided, it indicates the existence of problems in the construction of the structure. So act 16 is the most expected document, both for the owner and the buyer.
According to the legislation of Bulgaria to buy property in the territory of a state may, at any stage of construction. Moreover, the acquisition of the property at the initial stage of construction (act 14) allows you to save the budget deal and a profitable place for investment.
