Property in Bulgaria

Regular flights from Baku, Bulgaria's participation in the Schengen Area, and a flat 10% income-tax rate make the country a convenient destination for relocation. However, buying property without legal due diligence can lead to unnecessary costs and problems with a bank transfer. Applying for a D visa in Baku: Where to start

Buying an apartment, regardless of its price, does not allow you to stay in the country for more than 90 days in any six-month period. For Azerbaijani citizens, obtaining a residence permit starts with a national D visa. Documents must be submitted in person to the consular section of the Bulgarian Embassy in Baku at 13 Huseyn Javid Avenue. Applications are accepted on weekdays from 10:00 to 13:00 by appointment.

Trade representative office.

This option is suitable for business owners. You need to register a representative office of an operating Azerbaijani company with the Bulgarian Chamber of Commerce and Industry. The company must have been operating for at least two years. This status does not allow commercial activity in Europe.

Pensioner with sufficient means.

This option is for pensioners. An extract from Azerbaijan's state pension fund is required. The account must hold an amount equal to six times the Bulgarian pension. In 2026, this is approximately €700.

Investment programme.

Grounds may include purchasing property worth at least BGN 600,000 (or €306,775). The property must be registered to an individual and must not be subject to credit-related encumbrances.

Financial documentation requirements.

For a standard D-visa application, statements from Azerbaijani banks are not accepted. Funds must be confirmed by a statement from a Bulgarian bank. An adult applicant's account must hold an amount equal to six minimum wages in Bulgaria. In 2026, this is about €3,300.

Azerbaijan is a party to the 1961 Hague Convention, so the certificate of no criminal record must be apostilled in Baku. The procedure can take up to four weeks. All documents must be translated into Bulgarian by licensed sworn translators at the embassy.

How an Azerbaijani citizen can buy a house with land in Bulgaria

Citizens of non-EU countries cannot directly own land. Therefore, buying a private house or townhouse with land requires registering a company.

Buying an apartment in a complex

An apartment can be registered directly in the buyer's name using a passport. The land under the building is jointly owned by all apartment owners.

Registering a Bulgarian company

To buy a house with land, you register a Bulgarian single-member limited liability company (EOOD). The share capital is BGN 2, and registration in the Commercial Register takes up to two weeks. Registration and legal support cost €300. The house is registered to the company, of which you remain the sole owner.

Transactions involving nominee owners and long-term lease schemes with an option to buy the land carry serious risks: a notary may refuse to certify such a contract. Registering an EOOD allows the purchase to be structured lawfully. Accounting support for the company costs €165 per year.

Cash payments for transactions above BGN 10,000 are prohibited. The amount must be transferred through a bank against an official invoice.

  • The Registry Agency's state fee is 0.1%.
  • The green tax is 0.5% for energy-intensive buildings from the older building stock.

Property tax and the waste-collection fee amount to 0.15–0.45% of the cadastral value. For a 60 sq. m apartment, that is €50–70 per year. Paying by 30 April qualifies for a 5% discount. Resort complexes also charge a maintenance fee of €5–15 per sq. m per year.

EU banks carefully review incoming payments. For transfers over €10,000, translated documents showing the source of funds may be required. A payment from a third-party account may be suspended. Usable area is usually 15–20% smaller than the figure shown in the documents. The notarial deed records the total built-up area, including a share of common areas, stairways, lift shafts, and the thickness of external walls.

How to travel from Baku after moving

From Baku, you can fly with Pegasus Airlines, Wizz Air, Air Serbia, or Turkish Airlines, with a connection in Istanbul or Belgrade. The journey takes 6–15 hours.

Do you have to pay taxes twice

There is a double-tax treaty between Azerbaijan and Bulgaria. Bulgaria's tax authority recognises the payment if tax was lawfully withheld in Azerbaijan. Bulgaria's income-tax rate is 10%.

Do Azerbaijani driving licences need to be exchanged

An Azerbaijani driving licence is valid in Bulgaria for one year. It can then be exchanged for a Bulgarian licence without exams. A resident must also clear their personal car through customs within six months. It is often more economical to sell the car in Baku and buy one in the EU.

How to bring a pet from Baku

A veterinary passport with vaccination records alone is not enough. The pet must undergo a laboratory test for rabies-antibody titres. Three months must pass after the test before the animal can cross the EU border.

Does visa insurance cover treatment in clinics

When applying for a residence permit, note that a policy with €30,000 coverage applies only to emergencies. Planned appointments at private clinics are paid for separately. Public healthcare becomes available after five years.
